Housing associations buy repairs, voids, gas and electrical testing, cleaning, grounds, fire safety, lifts and surveys, much of it from local firms. Here is how they buy, and what makes a small firm's bid stand out.
Larger housing associations and council-owned housing companies publish their bigger contracts on Find a Tender and Contracts Finder. Many don't mark them as suitable for small firms, so a small-firm search misses them. Every housing association tender open now is listed here, of any size. Smaller jobs often go by quotes from an approved contractor list, so ask the associations near you how to get onto theirs.
Many associations buy through purchasing consortia rather than running their own tender each time. They set up frameworks for a trade and region, and member associations then call off work from the firms on them. When one of these frameworks reopens for your trade and area, getting onto it can lead to years of work. Watch for them on early notices and in your trade's tender list.
Across 234 housing association open competitions with awards published June to October 2026, the median drew six bids, and only 13% drew two or fewer (against five bids and 26% across the public sector).
